The ElitePetz Breeder Certification Standards Framework defines the official standards used to evaluate companion animal breeder applications, determine eligibility, issue certification decisions, and maintain certification status throughout the certification term.

Purpose of the Standards
The ElitePetz Certification Standards Framework defines how applications are evaluated, how eligibility is determined, and which continuing responsibilities apply to certified entities.
Certification is granted following a documented review conducted by the ElitePetz Certification Authority using the standards established in this framework.
Certification remains conditional upon continued compliance. Its status may be modified, suspended, revoked, or allowed to expire when later information affects eligibility or standing.
Four Core Elements of the Standards Framework
This framework defines evaluation standards. Enforcement authority, review procedures, appeals, and administrative policies are established separately under the ElitePetz Governance & Enforcement Framework.
Eligibility Standards
Applicants must satisfy the baseline requirements below before a certification application can be considered.
Meeting these requirements establishes eligibility for review but does not guarantee certification approval.

Identity and Operational Transparency
Applicants must provide sufficient information to establish the identity of the individual or organization seeking certification.
Applicants shall

Provide verifiable identifying information associated with the breeding or animal-related operation
›
Disclose an accurate operating name and valid contact information
›
Identify the jurisdiction in which the operation conducts its activities
›
Maintain a consistent operational identity across public websites, business profiles, and official communications
›
Agree to the publication of certification status and related registry information if certification is granted
Participation in third-party marketplaces that limit public breeder identity does not, by itself, conflict with this requirement, provided the applicant maintains a consistent operational identity in their own disclosures and communications.

Operational Disclosure Requirements
Applicants must provide sufficient information describing the nature and scope of their activities to enable a meaningful certification review.
Applicants shall disclose

The species and breed categories involved in their operation
›
The nature of breeding, raising, placement, or related animal-management activities
›
The geographic jurisdiction in which those activities occur
›
An accurate description of relevant operational practices
Incomplete, misleading, or intentionally inaccurate disclosures may result in application denial or subsequent certification enforcement.

Legal and Regulatory Baseline
Applicants must conduct their activities in accordance with applicable laws and regulations in the jurisdictions where they operate.
Applicants shall

Affirm compliance with applicable laws and regulations governing their activities
›
Disclose known regulatory actions, enforcement proceedings, or significant legal matters relevant to the operation
ElitePetz Certification does not replace governmental oversight, licensing, or regulatory authority.
Regulatory findings, licensing changes, or enforcement actions may be considered during review and throughout the certification period.

Applicant Declaration of Accuracy
Applicants must attest that the information submitted during the certification process is accurate and complete.
Applicants shall affirm that

All information provided to the Authority is truthful and complete to the best of their knowledge
›
Significant changes affecting eligibility or certification status will be disclosed promptly
›
They understand certification may be modified, suspended, revoked, or allowed to expire under ElitePetz governance policies
Knowingly providing false, misleading, or incomplete information constitutes grounds for denial, suspension, or revocation of certification.
Certification Means

What Certification Represents
ElitePetz Certification confirms that, at the time it was granted, the applicant satisfied the Authority's certification standards based on the information available during review.

Certification Does Not Mean

A guarantee of animal health outcomes

A substitute for buyer due diligence

Government licensing or regulatory approval

A warranty, insurance product, or commercial guarantee
Certification is an independent administrative determination. Buyers, adopters, and other parties remain responsible for conducting their own evaluation before entering into a transaction.
Maintaining Certification
Certified entities must continue meeting the responsibilities below throughout the certification period.

Maintain Legal Standing
Continue operating in accordance with applicable laws and regulatory requirements governing their activities.

Disclose Significant Changes
Promptly disclose changes that may affect certification status, including:

Changes in ownership or operational control
›
Significant operational restructuring
›
Regulatory enforcement actions
›
Licensing status changes
›
Other developments that could affect eligibility or certification standing

Cooperate With Certification Review
Respond to reasonable requests for information arising from certification monitoring, complaints, administrative review, or other governance procedures.

Preserve Accuracy of Public Representation
Ensure that public representations remain consistent with information disclosed during certification review.

Certification Status Classifications
Every certification record reflects the entity's current standing within the ElitePetz Certification Registry.
Every certification status change is recorded in the Status History log. Together, these records form part of the permanent administrative audit trail maintained by the ElitePetz Certification Authority.

Unless otherwise stated, certification decisions are governed by the standards in effect when the review is completed.
