Code of Ethics
Every entity holding ElitePetz Certified status must act with integrity, protect animal welfare, conduct business fairly, and preserve trust in the certification system. These obligations are continuing conditions of certification.

01 Purpose and controlling status
This Code establishes the professional and ethical duties of every covered person and entity. It forms part of the ElitePetz certification framework and is incorporated into the conditions for applying for, receiving, renewing, and maintaining ElitePetz Certified status.
Where this Code conflicts with a controlling law or an executed certification agreement, the law or agreement controls to the extent of the conflict. The Authority will interpret this Code consistently with its published Rules & Standards and due-process procedures.
02 Scope and definitions
This Code applies throughout the certification lifecycle to certified breeders, certified business entities, their owners and controlling persons, and employees, contractors, agents, or representatives acting in connection with certified activity.
Certified entity
A person or organization that holds, applies for, or renews ElitePetz Certified status.
Material information
A fact a reasonable purchaser or the Authority would consider important to a transaction or certification decision.
Retaliation
An adverse act, threat, pressure, or interference linked to good-faith reporting or cooperation.
Good faith
An honest report or action based on information reasonably believed to be true, whether or not ultimately substantiated.
Duties continue during conditional approval, probation, renewal, investigation, suspension review, and any period in which the entity represents that it is certified.
03 Core ethical obligations
3.1 Integrity and accuracy
Certified entities must:
Provide truthful, complete, and supportable representations about breeding practices, lineage, health, availability, and certification status.
Correct material errors promptly after discovering them.
Disclose material information that would reasonably influence a purchaser or certification decision.
Retain records needed to substantiate material claims for the period required by the Rules & Standards.
Enforcement notice: intentional misrepresentation, concealment, or falsification may justify immediate review and proportionate status action.
3.2 Responsible animal stewardship
Certified entities must:
Maintain humane housing, nutrition, sanitation, handling, enrichment, and care conditions.
Provide appropriate veterinary oversight and preventive care.
Avoid breeding practices that foreseeably compromise animal health or welfare.
Transfer animals only in an appropriate developmental and health condition.
Take prompt protective action when an animal faces an immediate welfare risk.
Immediate welfare concerns
If an animal appears to be in immediate danger, contact the appropriate local emergency or animal-welfare authority first. A report to ElitePetz does not replace emergency or governmental reporting.
3.3 Transparent commercial conduct
Certified entities must:
Use clear written agreements that identify the parties, animal, price, material fees, health terms, and applicable remedies.
Honor disclosed guarantees, commitments, and lawful contractual terms.
Present prices and fees before commitment and avoid deceptive urgency, bait advertising, or hidden charges.
Respond to legitimate purchaser concerns in good faith and preserve relevant communications.
3.4 Legal and regulatory compliance
Certified entities must:
Maintain licenses, permits, registrations, and records required for certified activity.
Comply with applicable animal-welfare, consumer-protection, advertising, privacy, and commercial laws.
Notify the Authority within the period specified by the Rules & Standards of a material license loss, governmental restriction, or final regulatory action.
Certification is not a government license, legal opinion, warranty, or substitute for a purchaser's independent judgment.
3.5 Protection of certification integrity
Certified entities must:
Use the ElitePetz Certified designation only for the certified entity and only while the represented status is active.
Link digital certification badges only to the official verification record.
Follow current brand and certification-mark usage rules.
Stop representing an inactive status within the timeframe stated in the applicable status notice.
3.6 Cooperation, records, and confidentiality
Certified entities must:
Respond to an official inquiry by its stated deadline or promptly request a reasonable extension.
Preserve and provide reasonably requested, relevant records through the Authority's approved channel.
Participate truthfully in renewal, verification, complaint, and review procedures.
Protect nonpublic personal, veterinary, buyer, and investigative information from unauthorized use or disclosure.
Requests will be proportionate to the matter under review. Information is handled under the Privacy Policy and applicable records requirements.
3.7 Conflicts of interest
Certified entities must disclose any financial, personal, professional, or organizational interest that could materially affect—or reasonably appear to affect—the truthfulness of evidence or participation in a certification matter.
3.8 Non-retaliation and non-interference
Certified entities must not retaliate against or improperly interfere with:
A person who makes a good-faith report or seeks guidance.
A buyer, witness, or other person who provides evidence.
A person who participates in a certification review or lawful investigation.
Retaliation, intimidation, evidence tampering, or knowingly obstructing a review may constitute an independent violation regardless of the outcome of the underlying concern.
04 Reporting and protection of information
Anyone may report a concern in good faith through the official reporting channel. Reports should identify the relevant certified entity, describe the conduct, provide available dates, and include supporting material when lawful to do so.
Privacy and fair process
ElitePetz will limit access to report information to those who need it for assessment, safety, legal compliance, or review. Absolute confidentiality cannot be guaranteed when disclosure is required by law or necessary for fair notice and response.
05 Review, enforcement, and appeal
A suspected violation may be assessed under the published complaint, evidence, and due-process procedures. Except where immediate interim action is authorized to address urgent welfare, safety, fraud, or certification-integrity risk, the affected entity receives notice of the material concern and a reasonable opportunity to respond.
Action is based on reliable, relevant information and must be proportionate to the nature, seriousness, pattern, impact, cooperation, and corrective action associated with the conduct. Available outcomes may include no action, guidance, corrective action, monitoring, probation, suspension, or revocation.

06 Amendments, notice, and version history
The policy owner reviews this Code at least annually and may propose amendments as law, standards, risks, and governance practices evolve. Material amendments are dated, published, and communicated to active certified entities before they take effect unless an earlier effective date is required by law or urgent animal-welfare or certification-integrity risk.
Continued certification after the applicable effective date constitutes acceptance only where the certification agreement and applicable law permit. Where affirmative acceptance is required, the Authority will record the accepting person, version, date, and method.

07 Acknowledgment
By applying for, renewing, or maintaining ElitePetz Certified status, the applicant or certified entity confirms that it has reviewed this Code, agrees to comply with the applicable version, and understands that a substantiated violation may affect certification status under the governing procedures.
Continuing condition of certification
ElitePetz Certified status remains valid only while the certified entity continues to satisfy the applicable standards, this Code, and its certification agreement.

Questions about interpretation should be directed to the Authority before conduct occurs when practicable. Guidance does not waive a requirement unless issued through an authorized written determination.
