Grounds for Suspension
Suspension is a temporary restriction on ElitePetz Certified status while a material concern is reviewed, required information is obtained, or corrective action is completed. It is not a final finding or permanent withdrawal.

01 Purpose and scope
This policy defines when the ElitePetz Certification Authority may temporarily suspend an application, certification, renewal, or related authorization within its private certification program. It applies to certified entities and applicants where the relevant program rules authorize temporary status action.
Suspension affects ElitePetz certification only. It does not determine criminal or civil liability, replace a government license, resolve a contract dispute, or substitute for veterinary or emergency action.
02 Grounds for suspension
Suspension may be imposed when reliable, relevant information supports one or more of the following grounds and a temporary restriction is reasonably necessary to protect animal welfare, the public, the integrity of the program, or the reliability of the registry.
GROUND 01
Incomplete or outdated information
Required records are missing, materially incomplete, expired, or no longer reasonably reliable, and the deficiency prevents confirmation of continuing eligibility.
GROUND 02
Material representation under review
A statement or omission concerning identity, practices, health, lineage, licensing, ownership, or certification status presents a credible question requiring verification.
GROUND 03
Potential non-compliance
Credible information indicates a possible material breach of the Rules & Standards, Code of Ethics, certification agreement, or status conditions.
GROUND 04
Unmet administrative requirement
A required renewal, fee, attestation, inspection, verification, response, or record-production obligation remains outstanding after applicable notice.
GROUND 05
Failure to cooperate
The entity fails to preserve relevant information, respond by a reasonable deadline, or participate truthfully in an authorized certification review.
GROUND 06
Urgent interim risk
Prompt temporary action is necessary to address a credible and material animal-welfare, safety, fraud, retaliation, evidence-preservation, or certification-integrity risk.
Evidence threshold
An allegation alone does not establish a violation. The Authority must identify the information relied upon, assess its source and relevance, and document why suspension is proportionate while the matter remains unresolved.
03 Applying these grounds
A listed ground permits consideration of suspension; it does not make suspension automatic. The authorized decision-maker must use relevant, supportable information and determine that a temporary restriction is proportionate to the unresolved risk. A warning, corrective action, condition, or monitoring measure should be used instead when it adequately protects the program and registry.
The Enforcement Authority policy governs assessment and available outcomes. The Review & Due Process policy governs notice, response, written decisions, and review rights.
Urgent interim suspension
When delay would create a material welfare, safety, fraud, retaliation, evidence, or registry-integrity risk, suspension may take effect before a full response. Prompt notice and a timely opportunity to respond must follow.
04 Effect of suspended status
During suspension, the entity must not represent its ElitePetz certification as active or use certification marks in a manner that implies active status. The public registry may display the suspended status, effective date, and any disclosure authorized by the applicable status-history policy.

Suspension does not by itself establish a final violation.

Existing duties to preserve records, cooperate, protect confidential information, and avoid retaliation continue.

The status remains in effect until lifted, replaced by another written determination, or ended under the governing rules.

Any permitted limitation, disclaimer, or use of marks must be stated in the suspension notice.
05 Review, correction, and reinstatement
The suspension notice must identify what is required for review or reinstatement when reasonably known. Requirements may include providing records, correcting public claims, completing verification, satisfying renewal obligations, implementing corrective action, or demonstrating continuing eligibility.
Reinstatement requires a recorded decision
Certification returns to active status only after an authorized written determination. Completing a requested action does not automatically reactivate certification unless the notice expressly says so.
The Authority reviews continued suspension at the interval stated in the notice or when material new information is received. A suspension must be lifted when its grounds no longer support temporary restriction, or replaced with another proportionate outcome supported by the record.

Material amendments are versioned, dated, and published. The version in effect on the date of the relevant conduct or status action applies, subject to controlling law and the applicable certification agreement.
