ElitePetz Certification Standards Framework
I. Purpose of the Standards
The ElitePetz Certification Standards Framework establishes the eligibility conditions, certification criteria, and ongoing compliance obligations required to obtain and maintain ElitePetz Certification.
Certification is granted following a documented review conducted by the ElitePetz Certification Authority. Certification reflects a compliance determination based on information available at the time of review.
Certification status is conditional, subject to ongoing compliance obligations, and may be modified, suspended, or revoked if material information emerges after approval.
This Framework distinguishes between four core elements of certification governance:
➤ Eligibility Standards — baseline requirements required for certification review
➤ Certification Representation — what ElitePetz Certification signifies publicly
➤ Ongoing Compliance Obligations — responsibilities of certified entities after approval
➤ Status Classifications — the public standing recorded in the ElitePetz Registry
Enforcement authority and procedural governance are defined separately under the ElitePetz Governance & Enforcement Framework.
II. Eligibility Standards (Entry Requirements)
To qualify for certification review, applicants must satisfy the baseline requirements described below.
Eligibility establishes the minimum conditions required for an application to be considered.
Eligibility alone does not guarantee certification approval.
Applicants who fail to meet these conditions may be deemed ineligible for certification review.
1. Identity and Operational Transparency
Applicants must provide sufficient identifying information to establish the identity of the operating entity seeking certification.
Applicants shall:
➤ Provide verifiable identifying information associated with the breeding or animal-related operation
➤ Disclose an accurate operating name and valid contact information
➤ Identify the jurisdiction in which the operation conducts its activities
➤ Maintain consistent representation of their operational identity across publicly accessible channels where such identity is disclosed
➤ Agree to the publication of certification status and related registry information if certification is granted
Participation in third-party marketplaces that limit the public disclosure of breeder identity does not in itself constitute a violation of this requirement, provided the applicant maintains a consistent operational identity in their own disclosures and communications.
2. Operational Disclosure Requirements
Applicants must provide sufficient information describing the nature and scope of their activities to enable meaningful certification review.
Applicants shall disclose:
➤ The species and breed categories involved in their operations
➤ The nature of breeding, raising, or related animal-management activities
➤ The geographic jurisdiction in which such activities occur
➤ A truthful and materially accurate description of operational practices
Incomplete, materially misleading, or intentionally inaccurate disclosures may result in rejection of the application or subsequent certification enforcement actions.
3. Legal and Regulatory Baseline
Applicants must operate in accordance with applicable legal and regulatory requirements within the jurisdictions in which their activities occur.
Applicants shall:
➤ Affirm compliance with applicable local, regional, and national laws governing animal breeding or related activities
➤ Disclose known regulatory actions, enforcement proceedings, or material legal matters relevant to the operation
ElitePetz Certification does not replace, supersede, or replicate governmental regulatory oversight.
Regulatory findings, licensing changes, or enforcement actions may be considered during certification review and may affect certification standing.
4. Applicant Declaration of Accuracy
As part of the certification application process, applicants must attest to the accuracy and completeness of all submitted information.
Applicants shall affirm that:
➤ All information provided to the Authority is truthful and complete to the best of their knowledge
➤ Any material changes affecting eligibility or certification status will be disclosed promptly
➤ They understand certification may be suspended, revoked, or otherwise modified in accordance with ElitePetz governance procedures
Knowingly providing false, misleading, or materially incomplete information constitutes grounds for denial of certification or subsequent revocation.
III. What Certification Represents
ElitePetz Certification indicates that, at the time of approval:
➤ The applicant underwent structured certification review
➤ Required disclosures were submitted and evaluated
➤ No disqualifying information was identified based on available evidence
➤ The entity agreed to ongoing compliance and transparency obligations
Certification reflects a compliance posture based on available information at a defined point in time.
Certification does not constitute:
➤ A guarantee of animal health outcomes
➤ A substitute for buyer due diligence
➤ A replacement for governmental licensing or regulatory authority
➤ A warranty, insurance product, or commercial guarantee
Certification represents an administrative determination of compliance with ElitePetz certification standards at the time of review.
IV. Ongoing Compliance Obligations
Certified entities remain subject to ongoing compliance obligations throughout the duration of certification.
Certified entities must:
1. Maintain Legal Standing
Continue operating in accordance with applicable laws and regulatory requirements governing their activities.
2. Disclose Material Changes
Promptly disclose material changes that may affect certification status, including but not limited to:
➤ changes in ownership or operational control
➤ significant operational restructuring
➤ regulatory enforcement actions
➤ licensing status changes
3. Cooperate With Certification Review
Respond to reasonable information requests arising from certification monitoring activities, complaints, or review procedures conducted through ElitePetz governance channels.
4. Preserve Accuracy of Public Representation
Ensure that public representations regarding their operation remain materially consistent with information disclosed during certification review.
Failure to meet ongoing compliance obligations may result in certification enforcement actions including:
➤ suspension
➤ revocation
➤ status downgrade
➤ non-renewal
V. Certification Status Classifications
Certification status is publicly recorded in the ElitePetz Certification Registry.
Each certification record reflects the entity's current standing within the certification lifecycle.

All certification status changes are permanently recorded in the Status History log.
Status history records form part of the permanent audit trail maintained by the ElitePetz Certification Authority.

Certification enforcement procedures are governed under the ElitePetz Governance & Enforcement Framework, including:

VII. Versioning & Evolution
The ElitePetz Certification Standards Framework may evolve over time as the certification system matures.
Updates to certification standards are recorded under:

Unless otherwise specified, certification decisions are governed by the standards in effect at the time of review.
Ethical conduct obligations applicable to certified entities are governed separately under the ElitePetz Code of Ethics.
